Budget Speech on November 12, Budget to be Debated till December 10

The Secretary General of Parliament Dhammika Dasanayake stated that the Committee on Parliamentary Business chaired by the Mahinda Yapa Abeywardena, Speaker of Parliament, decided to hold the Debate on the Appropriation Bill for the year 2022 from November 12th to December 10th .


Accordingly, it was decided to present the Second Reading (Budget Speech) of the Appropriation Bill for the year 2022 on Friday 12 th November by the Minister of Finance Basil Rajapaksa.

It has been decided to hold the Debate on Second Reading for seven days starting from Saturday, November 13 th to Monday, November 22 nd inclusive of Saturdays falling on each week. Thereafter, the Vote for the Second Reading will be held on Monday, November 22 nd at 5.00 pm.


Thereafter the Debate at the Committee Stage will commence on Tuesday 23 rd November and it has been decided to hold the said Debate for 16 days inclusive of Saturdays up until Friday the 10 th of December. Thereafter, the Vote for the Third Reading will be held on December 10 th at 5.00 pm. During the Budget Debate, Parliament will convene at 9.30 am and will have 30 minutes from 9.30 am to 10.00 am for five Questions for Oral Answers.


The Second Reading Debate and the Committee Stage Debate will be held from 10.00 am to 5.00 pm and will be suspended from 12.30 pm – 1.00 pm for the lunch break. Accordingly, a Motion at the time of Adjournment will be taken up from 5.00 pm to 5.30 pm on every day except for November 22 nd and December 10 th when the Vote will be taken up.
